Difference between a regular Web-browser and WinWAP

Download the file from this website onto the PC you synchronize your device with. Then run the downloaded application and follow the instructions to set it up on your Pocket PC. After you have finished the installation process above you should connect and synchronize your Pocket PC because that is when the WinWAP browser is uploaded from your PC onto your Pocket PC.
